Jeff Bowden is deliberating where his life path is leading him. He has been working at the International Justice Enforcement Department for the last ten years, and is now contemplating his future. His boss, Nancy Swift, has been harbouring secret feelings for him for the past 20 years, but has never found the courage to act upon them. On hearing of his plans for retirement, she convinces him to stay for one last case, which takes them both around the world on the hunt for a serial killer.
Whilst on their travels the romance that she has been so desperate to happen for years blossoms into an intense love affair. Upon their return home they settle down, but after a promotion for Nancy and a move to a different department for them both, another case takes them to Saldo Cay, where the stakes are higher than ever before.
